ABIGAIL BACCI
Abigail Bacci is a 16 year old from Pinellas Park, FL. She is a junior at Clearwater Central Catholic High School. Abby has a passion for musical theater and is involved in her school drama program as well as local community theater.
TRAVIS COY
Travis Coy is an Assistant State Attorney with the Office of the State Attorney, Thirteenth Judicial Circuit wherein he is the Juvenile Division Chief. As the Juvenile Division Chief, Travis supervises and trains junior assistant state prosecutors in the prosecution of criminal cases; develops and implements office wide policies in regard to the juvenile justice system such as the direct filing of juveniles into adult court and the criteria for entry into the office’s diversion programs along with sanctions; engages with community stakeholders in identifying and executing programming aimed at serving the juvenile population; and manages clerical and paralegal staff. Prior to becoming Juvenile Division Chief, Travis was the Deputy Chief in Circuit Criminal Division A, where he prosecuted serious violent felony cases.
Travis graduated from The Florida State University with honors in Communication Studies and a minor in Sociology. As a law student at Stetson University College of Law, Travis served as Associate Chief Justice of Stetson’s nationally recognized Moot Court Board, and as Treasurer and Parliamentarian of the Black Law Student Association. He functioned as a member of The Florida Bar’s Judicial Nominating Procedures Committee as well as Treasurer of the Tampa Bay Chapter of the National Black Prosecutors Association. He currently serves as a liaison to The Florida Bar Board of Governors and is a Master of the Bench in the Tampa Bay Inn of Court. Travis is the Immediate Past President of the George Edgecomb Bar Association and also serves as a Trustee for Abe Brown Ministries, Inc. He is also a minister at The Pentecostal Church of God of Jesus Christ, Inc.
SPECIAL AGENT IN CHARGE MARK BRUTNELL
In February 2018, Mark Brutnell was appointed as the Special Agent in Charge (SAC) of the Florida Department of Law Enforcements Tampa Bay Regional Operations Center. SAC Brutnell oversees the day to day operations of 200 members in both the forensic and investigative services division of FDLE. Prior to his appointment in Tampa, SAC Brutnell served as the Assistant Special Agent in Charge in Jacksonville, Florida. SAC Brutnell has expansive background and knowledge of investigations related to missing children, narcotics, violent crime, and domestic security. SAC Brutnell was named the 2004 FDLE Special Agent of the Year.
He is a graduate of the FBI National Academy Session #258, the FDLE’s Advanced Leadership and the Senior Leadership Program. He holds a bachelor’s degree in criminal justice from Florida State University. SAC Brutnell has two daughters
COL. ANTHONY COLLINS
In 2004, Colonel Anthony Collins began his career as a Deputy Sheriff with the Hillsborough County Sheriff’s Office, while simultaneously being enlisted in the Army National Guard.
Starting his career in patrol, Colonel Collins has held various deputy and detective assignments in the following areas: Street Crimes, Sheriff’s Target Area Response Squad, Tactical Intelligence Team, and the Major Violators Unit which is responsible for disrupting and dismantling drug trafficking organizations. In addition to the many assignments Colonel Collins had, he also served on the S.W.A.T. team for nine years. Colonel Collins was promoted to a supervisory role in 2014. As a supervisor, Colonel Collins has supervised patrol deputies, and detectives assigned to the Juvenile Services Section, General Offense and District Intelligence Unit. Colonel Collins served as the District V Patrol Operations, District Deputy Commander and District Commander, prior to being promoted to the rank of Colonel where he now leads the Department of Operational Support.
Colonel Collins is a graduate of Saint Leo University and holds a Bachelor of Arts Degree in Criminal Justice with a concentration in Homeland Security and a Master of Science Degree in Criminal Justice with a concentration in Critical Incident Management. Additionally, Colonel Collins is a graduate of the prestigious FBI National Academy’s 280th Session and the Police Executive Research Forum’s Senior Management for Police Institute 75th Session.
Colonel Collins has earned many commendations. His civic associations include board membership positions at Pace Center for Girls, ACTS Florida, Derrick Brooks Charities Youth Programs and Hillsborough County School Board’s – Achievement Schools Community and Family Relations. A native of Tampa, Fl., Colonel Collins is married and has two children.
LT. KARL DAVIS
Karl Davis is a native of Tampa, Florida. He has a Bachelor of Science in Criminal Justice from Albany State University and a Master of Management from the University of Phoenix. Karl is also a life coach and certified in DiSC and EQ-I 2.0.
Karl is the 2nd Vice President of the National Association for the Advancement of Colored People (NAACP) Hillsborough County Branch. He serves as treasurer of the Derrick Brooks Charities Youth Programs Advisory Council and Past President of the 100 Black Men of Tampa Bay, Inc. He is a member of the Hillsborough County Sheriff’s Black Advisory Council, Inc., and the Brandon Toastmasters Club.
He is also a life member of several organizations, including the National Organization of Black Law Enforcement Executives, the 100 Black Men of America, Inc., the Albany State University National Alumni Association, the American Jail Association, and a proud life member of Kappa Alpha Psi Fraternity, Inc. (Tampa Alumni Chapter).
Karl has 31.5 years of law enforcement experience in the Department of Detention Services for the Hillsborough County Sheriff’s Office in Tampa, Florida. Although he has retired from public service, his passion for community service, particularly mentoring leadership, is a central focal point of his well-being. He enjoys family time traveling, being a caretaker for his father, and pursuing the world of charitable giving through philanthropy.
KIM FIGUEROA
Kim Figueroa is a survivor who has dedicated their career to helping victims of human trafficking on the road to recovery. She was instrumental in assisting the Pasco County Sheriff’s Office in one of the worst trafficking cases in Florida.
She is patient and able to get survivors to open up over time and assist law enforcement to capture perpetrators. At More Too Life, she is a survivor-mentor where she assists survivors 24/7, 365 days a year, working up to 100 cases at a time. She has developed many partnerships in her community and across our state.
ASSISTANT SPECIAL AGENT IN CHARGE MIKE FURGASON
Since February 2018, William M. Furgason, Jr. has served as the Assistant Special Agent in Charge (ASAC) of the Drug Enforcement Administration, Miami Field Division, Tampa District Office. As ASAC of the Tampa District Office, he leads an office of Special Agents, Task Force Officers, Civil Servants, Florida National Guard, and Contractors.
During his career ASAC Furgason has served in many positions, both domestic and foreign. Since 1999, when he began his career with DEA at the Dallas Field Division, he has held domestic assignments at the San Antonio District Office, Columbia District Office, Charleston Resident Office, as well as at DEA’s headquarters in Arlington, Virginia. Internationally he has served as Assistant Country Attaché in Bogota, Colombia.
From 2013 to 2014, Mr. Furgason was DEA’s Acting Assistant Special Agent in Charge of the Columbia District Office, in DEA’s Atlanta Field Division. In that position he was responsible for DEA operations throughout the state of South Carolina.
Upon departing South Carolina in 2016, Mr. Furgason was assigned as a Staff Coordinator in the DEA Headquarters Office of Global Enforcement and promoted to a Section Chief in June 2016 overseeing DEA’s Attorney General Exempted Operations. In this capacity, he was responsible for establishing law enforcement strategies and overseeing operations designed to disrupt and dismantle national and international drug trafficking and money laundering organizations significantly impacting the United States.
In 2017, Mr. Furgason was selected as the Executive Officer to the Deputy Chief of Operations Office of Global Enforcement. The Office of Global Enforcement supports the investigative objectives of DEA operations worldwide, while supporting foreign counterparts and United States counter-narcotics and counterterrorism policies and objectives.
Prior to joining DEA, Mr. Furgason served as a Patrolman with the San Antonio Police Department from 1995 to 1999 and received a Bachelor of Science degree in Criminal Justice from Southwest Texas State University in San Marcos, Texas.
CARLOS GONZALEZ
Carlos Gonzalez is a second-generation American, with Cuban roots. He grew up in Hialeah, Florida and still calls it home today. Carlos always had a passion for doing good for his community. It was this passion that drove him to attain a Criminal Justice degree from Florida International University and pursue work in law enforcement. Carlos went on to become a Ft. Myers police officer in 1998. He then made a transition into retail loss prevention when Walgreens recruited him over 24 years ago.
Carlos began his career with Walgreens, gaining unparalleled experience in Loss Prevention/Asset Protection, while also establishing himself as a respected investigator. He has worked in the LP/AP industry for over 24 years, gaining experience in retail operations, compliance, employee relations, and organized retail crime investigations. Carlos also held a Retail Security Expert position with Walgreens and helped build out enhanced security solutions to help with safety and security measures. Currently working as a Major Crimes Investigations Manager for Walgreens, Carlos is widely known for his leadership qualities, collaborative skills, and investigative expertise. Carlos’ goal is to make law enforcement and prosecutors’ lives easier by supplying them with a well-prepared case they can use to prosecute suspects.
While Major Crimes is his primary job function, Carlos enjoys spending time with his wife and kids, mountain biking, fishing, and being outdoors. Carlos is proud to call Florida home; go Dolphins!
KELLY HARRINGTON
Kelly Harrington joined RaceTrac, Inc. in May 2022 as the Director of Asset Protection. He brings a strong background in both Computer Science and Criminal Justice, having pursued his studies at Washington State University. With close to 15 years of experience in retail Loss Prevention, Kelly embarked on his career journey at The Home Depot, initially working at store locations before advancing to roles of increasing responsibility within Asset Protection. In his final position at The Home Depot, Kelly held leadership oversight of the Organized Retail Crime and Central Investigations team, providing support to the Southern Division of US stores.
In his current role at RaceTrac, Kelly is charged with establishing and enhancing Asset Protection and Loss Prevention programs and processes. His focus lies on shrink reduction, enhancing physical security, crime response, and fostering a culture of awareness within the organization. RaceTrac, a family-owned company headquartered in Atlanta, Georgia, has been serving its customers since 1934. With over 10,000 team members spread across two operating divisions (RaceTrac, featuring 576 corporate stores in 8 states, and RaceWay, with 207 franchise locations in 12 states) and affiliated companies (Metroplex Energy and Energy Dispatch), Kelly’s responsibilities extend to these entities as well. Together, RaceTrac and RaceWay operate nearly 300 brick-and-mortar locations in the state of Florida alone.
In the early stages of his role at RaceTrac, Kelly familiarized himself with the business and proactively forged relationships with both internal and external partners to positively impact the organization. One notable achievement is his development of reporting tools that have significantly improved visibility into fuel theft occurrences, a widespread issue affecting fuel retailers nationwide. Kelly is deeply committed to cultivating relationships with law enforcement agencies, making it a core mission during his tenure at RaceTrac. He leverages data-driven insights to inform his decision-making process and consistently seeks innovative solutions to various business challenges. As we approach the new year, Kelly is eager to continue his work in expanding and strengthening the Asset Protection program at RaceTrac.
ANTHONY HOLLOWAY
Anthony Holloway began his law enforcement career with the Clearwater Police Department in 1985. Upon retirement in 2007, he was selected as the Chief of Police for the City of Somerville, Massachusetts. In February 2010, he rejoined the Clearwater Police Department as Chief of Police. In August 2014, he was selected and serves as Chief of Police for the St. Petersburg Police Department.
Chief Holloway earned his Bachelor of Arts degree (Business Management) and his master’s degree (Business Administration). He graduated from the course of study in Executive Strategic Management, Police Executive Research Forum, and Senior Management Institute for Police. He was awarded a Certificate of Completion for the Senior Executives in State and Local Government Program from Harvard University, Kennedy School of Government, Executive Education. He completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security. He completed the Federal Bureau of Investigation’s National Executive Institute (Class #39).
Chief Holloway has taught law enforcement to national and international governmental, military, educational, and community organizations. He serves as Chair of the Florida Police Chiefs Association Subcommittee on Accountability and Societal Change and Co-Chair of the Law Enforcement Committee on Criminal Justice Section of the American Bar Association. In May 2018, Chief Holloway was named a Distinguished Fellow at the Joint Special Operations University (JSOU) at MacDill Air Force Base. Chief Holloway was named the 2020 Outstanding Chief Executive of the Year by the Florida Police Chiefs Association.
Chief Holloway is married to Andra Todd Dreyfus of Clearwater, an attorney.
CYNTHIA IRVIN
Cynthia Irvin is an Assistant Statewide Prosecutor based in West Palm Beach, Florida. She prosecutes complex, often large-scale, organized multi-circuit cases, and serves on the Attorney General’s Senior Protection Team (an intra-agency group of attorneys and investigators dedicated to stopping senior fraud). Prior to being a Statewide Prosecutor, Cynthia has served as a law professor and academic dean, counsel for the Florida Guardian Ad Litem Program, and an Assistant State Attorney in the Fourth Judicial Circuit.
SPECIAL AGENT RICHARD KAPLAN
Special Agent (SA) Ritchie Kaplan has specialized in organized crimes, vice/narcotics crimes, electronic surveillance and cyber crimes over the course of the last two decades. In SA Kaplan’s current role, he is assigned to FDLE’s Cyber High-Tech Crime Squad and is a member of the Central Florida Internet Crimes Against Children (ICAC) Task Force. SA Kaplan also maintains the Tampa Bay region’s Electronic Storage Detection (ESD) K9, deploying on cases that may involve electronic evidence.
JACQUELINE COFFIE LEEKS
Jacqueline Coffie Leeks was born in Tampa in the loving community of Sulphur Springs. She graduated from Hillsborough High School c/o 1987. Jacqueline attended the University of Florida and ultimately received her Bachelor’s Degree from Moody Bible Institute. She received her Certificate in Non-Profit Management fROm the University of Tampa. Jacqueline is the proud mother of 3 beautiful and gifted children and has 7 amazing grandgifts. She is the daughter of Marilyn Streeter and the late Ronald Coffie Sr.
Jacqueline was employed with Devereux Kids for over nine years as a Community Facilitator for Community Engagement and Youth Leadership in Sulphur Springs. She serves as the Executive Director of the Sulphur Springs Neighborhood of Promise Initiative. She has over thirty years of experience empowering, engaging and educating children and youth. She has served as a Youth Minister for over 25 years. She has been a dedicated classroom volunteer, tutor, and mentor. She has captivated audiences for over 40 years as a motivational speaker and trainer.
Rev. Jacqueline Coffie Leeks was ordained as a reverend in 2016 and is very involved in the community; she serves passionately as a member and Associate Pastor of 34th Street Church of God where Bishop. Thomas Scott is her Pastor. She is the Chair of the Derrick Brook Charities Advisory Council. She is a member of Delta Sigma Theta Sorority, Incorporated and a Lifetime Member of the NAACP since 2003. She is a member of the National Council of Negro Women, Inc., and various other organizations in the community. Rev. Leeks has received the Tampa Bay Rays Jackie Robinson Breaking Barriers Award, Representative Ed Narain’s Community Impact Award, Commissioner Kevin Beckner’s Community Builder Award and The Sertoma John Tragon Service to Mankind Kind Award.
LT. BEVERLY MORRISON
Beverly Elliott Morrison is a retired Lieutenant with the Palm Beach County Sheriff’s Office where she was dual certified in law enforcement and corrections. She served the citizens of Palm Beach County for 30 years. Her duties included breathalyzer operator, supervision of the court, recreation, visitation details as well as fire inspections, jail accreditation and key control. She conducted jail tours for over 20,000 youth during her tenure. She was also a Certified Jail Inspector, inspecting facilities across the State of Florida. Ms. Morrison is a graduate of the Southern Police Institute Command Officer’s Training, Louisville Kentucky, and alumna of Florida A & M University. She has remained active throughout the state of Florida volunteering and serving on numerous boards including the Advisory Councils of the Urban League of Palm Beach County and the Derrick Brooks Charities Youth Programs.
Lt. Morrison has earned numerous awards including the United States Presidential Lifetime Achievement Award.
JOHN PAUL
Senior Assistant Statewide Prosecutor John Paul is in his 15th year practicing criminal law with over a decade of courtroom experience specifically prosecuting fraud. Mr. Paul, upon graduation from Nova Southeastern University’s law school, began a career of public service focused on achieving justice for victims. Since then he has not only recovered millions of dollars in restitution for victims, but has worked to prevent crime by educating the citizens of Florida as to the latest tactics of scammers. He has also instructed hundreds of law enforcement officers on financial crimes issues and best practices. Mr. Paul has previously been a prosecutor in the 17th Circuit (Broward) and 9th Circuit (Orange & Osceola) as well as being a law enforcement advisor to the Department of Financial Services. Mr. Paul is now part of the Florida Office of the Attorney General Cyber Fraud Enforcement Unit with a focus on prosecuting major cyber fraud cases including the emerging issues related to the use of cryptocurrency.
RITA PETERS
Rita Peters is an assistant statewide prosecutor in the Tampa bureau of the Florida Attorney General’s Office of Statewide Prosecution. Ms. Peters prosecutes human trafficking, child sexual exploitation, and racketeering cases among others. Prior to working for the Office of Statewide Prosecution, Ms. Peters served as an assistant state attorney in the Thirteenth Circuit State Attorney’s Office (SAO). In her nearly eighteen years at the SAO, she served as supervisor of the sex offender division and prosecuted sex crime cases involving child abuse, child neglect, human trafficking, and homicide. Ms. Peters received her Juris Doctor from Loyola University and a Bachelor of Arts from University of Tampa.
ROCKY RATLIFF
Rocky Ratliff is a retired Major from the Tampa Police Department and served the community for thirty (30) years. He had a reputation for building strong community relationships throughout the City of Tampa and helped develop the Community Policing Squads at the Tampa Police Department. As a retiree he is still involved in mentoring programs for the youth throughout the City of Tampa and within Hillsborough County Schools. He is a member of the Pi Iota Chapter of Omega Psi Phi Fraternity; Inc. which started a mentoring program at Just Elementary School for twenty young men in the fourth and fifth grades called the Gentlemen’s Club. This program is vital in helping young men develop the proper skills needed to guide them throughout life and furthering their education.
Rocky is the CEO of Strategic Community Engagement Consulting, LLC. He along with Derrick Brooks Charities Youth Programs Director Darrell Daniels and Ret. Hillsborough County Sheriff’s Lieutenant Karl Davis, developed a Community-Police Relationships (CPR) Zoom Forum to focus on addressing concerns between Law Enforcement and our Black and Brown Communities. The Forum has been a major success throughout Florida.
Rocky Ratliff is a Florida native and attended Bethune Cookman University as a member of the Marching Wildcats. He holds a Bachelor of Science Degree in Criminology from St. Leo University. He attended The Southern Police Institute, Department of Justice Administration College of Arts and Sciences, University of Louisville, Command Officers Development Course.
J SCANLAN
J Scanlan is the Law Enforcement Director for the Office of the Attorney General. He has twenty-seven years’ law enforcement experience, beginning his career with the Sarasota County Sheriff’s Office. He then spent over twenty-one years with the Florida Department of Law Enforcement, most recently serving as the Assistant Special Agent in Charge of the Tampa Bay Regional Operations Center. He is a graduate of the FBI National Academy, session 285 and a recipient of the FDLE Excellence in Leadership award.
JOE SPATARO
Joe Spataro is the Florida Attorney General’s Associate Deputy Attorney General for Criminal Justice Programs. He has been with the Attorney General’s Office since 2011, previously serving in the Office of Statewide Prosecution. As an assistant statewide prosecutor, Mr. Spataro held various positions, including chief assistant of the cyber fraud enforcement unit, chief assistant of the Tallahassee bureau, and director of the 20th Statewide Grand Jury. Mr. Spataro is board certified by the Florida Bar in criminal trial law and has served as a faculty instructor for the Florida Bar’s Criminal Law Section, the FBI’s Digital Evidence Section, the National Attorney General’s Training and Research Institute, the National Computer Forensics Institute and Cellebrite.
Prior to joining the Attorney General’s Office, Mr. Spataro was an assistant state attorney in the Key West office of the Sixteenth Circuit State Attorney’s Office. Mr. Spataro has also practiced in the areas of criminal defense and civil litigation. A South Florida native, Mr. Spataro is an alumnus of Boston College and the Nova Southeastern University Shepard Broad Law Center. He is married with two children, and an honorary Conch from his time in Key West.
DARYL TORRES
Darryl Torres is an assistant statewide prosecutor with the Florida Attorney General’s Office of Statewide Prosecution. He is assigned as an organized retail theft prosecutor, with experience handling cargo thefts, organized thefts, dealing in stolen property, drug trafficking, grand theft, and organized schemes to defraud. Mr. Torres was previously an assistant state attorney serving in the juvenile unit, general felony unit, hate crimes unit and felony domestic violence unit. He is a graduate of Florida State University and the Nova Southeastern University Shepard Broad College of Law.
